A bill on the prohibition of abortion registered in Verkhovna Rada
The bill was initiated by people's deputy Dmitry Golubov. The explanatory note of the bill emphasizes that "by giving the woman the right to decide on her own the issue of abortion, most countries did not take into account the husband's right to paternity (one of the reproductive rights of a person)."
According to the author of the bill, abortion undermines the foundations of the state, leading to a demographic problem, and families – the mental health of a woman is broken, the moral unity of the couple is weakened, family harmony is violated.
The consequences of abortion are primarily unfavorable for women – there is a high probability of physical and mental trauma or loss of ability to bear children in the future. Now about 1 million couples in Ukraine are infertile. According to Dmitry Golubov, almost 90% of them are due to the infertility of women. The main cause of female infertility is abortion (80%).
Art. 50 of the Bases of the Legislation of Ukraine on Health Care allows abortion procedures at the request of a woman within a maximum of 12 weeks.
The draft law proposes amendments and additions to the Civil Code of Ukraine and the Law of Ukraine "Fundamentals of Ukrainian Health Legislation" regarding the authorization for the artificial termination of pregnancy only in exceptional cases, and circumstances which allow termination of pregnancy must be approved by a commission of relevant experts.
It is also assumed that a woman who is allowed to perform an abortion is required to be provided with all information about the consequences of abortion and the stages of foetal formation and development.
