WHO Calls for Equal Access to IVF for Singles, Same-Sex Couples, and Transgender Patients
Critics warn recommendations prioritize adult wishes over children’s interests.
GENEVA — The World Health Organization (WHO) on Nov. 28, 2025, released new guidance on infertility treatment, urging countries to ensure equal access to in vitro fertilization (IVF) and other reproductive technologies for single individuals, same-sex couples, and transgender patients.
The document states that modern conception technologies should be available to anyone who wishes to have a child, framing the issue as one of “equity.” WHO encourages governments to revise national regulations so that assisted reproduction is not limited solely to infertile heterosexual couples.
Critics argue the approach places the desires of adults above the best interests of children, noting that the guidelines discuss the rights and challenges of prospective parents but say little about the child. Opponents contend this risks treating children as objects of desire rather than persons received as a gift.
The guidance also calls for medical providers to offer equal assistance to all who seek reproductive services, effectively broadening the definition of infertility and normalizing assisted reproduction as a standard pathway to parenthood.
