Turkey Moves Toward Reopening Halki Seminary After Decades of Closure

Reports of a plan to reopen the theological school marks a potential milestone for Orthodox education in the region after more than 50 years of closure.

ISTANBUL — Turkey is reportedly moving toward reopening the Halki Seminary as a university, according to Bloomberg, in a development tied to broader diplomatic engagement with the United States and long-standing appeals from Western governments and the Ecumenical Patriarchate. The institution, closed since 1971, has been widely regarded as central to Orthodox clerical education and the life of the Ecumenical Throne.

The plan, which sources say has been discussed in connection with upcoming high-level diplomatic visits, would restore a theology faculty and resume training for Orthodox clergy after more than five decades. The seminary has remained a focal point of international religious freedom concerns and EU reporting on Turkey.

Metr. Emmanuel of Chalcedon described the development positively, noting both progress and procedural uncertainty. He said, “I cannot go into details about how it will operate. I am not on the Committee that discusses these issues.” He also emphasized the symbolic shift in the process, stating, “What is essential is that 'water has entered the channel,'” indicating that the the process is moving forward.

The hierarch further indicated that discussions between Turkish authorities and the Ecumenical Patriarchate are ongoing, with no confirmed timeline for reopening. He referenced renovation work still underway and suggested that operational details would depend on regulatory and educational approvals from Turkish authorities.

Notable alumni of the Theological School of Halki include Ecumenical Patriarch Bartholomew himself, as well as St. Raphael of Brooklyn, St. Chrysostomos of Smyrna, and Abp. Iakovos of blessed memory.

Previously, the UOJ reported that President Trump had spoken to President Erdogan about the reopening of the seminary.
